Transboundary Cooperation

A transboundary cooperation is firmly integrated in MSP and EIA policies in order to facilitate a holistic planning approach.

National legislation on spatial planning: Most national spatial planning laws require a transboundary approach to planning, which may be applied to federal and international borders. For instance, the German law on spatial planning (Raumordnungsgesetz, ROG) requires a cooperation of planners amongst federal states (ROG § 24.3), as well as to neighbouring states (ROG § 17.1, ROG § 24.3, ROG § 25).

Environmental Impact Assessments: UN Convention on Environmental Impact Assessment in a Transboundary Context, colloquially known as Espoo Convention, was ratified in 1991 to regulated transboundary cooperation in development projects taking place in different states. Typically this applies to large infrastructural projects, like pipelines, tunnels or bridges in a maritime context.
